City to write off billions of debts

The City of Cape Town has announced that just over R4 billion in debt will be written off. The municipality says this is to help residents, organisations, and businesses. The write offs which will be done in phases applies to qualifying debtors. It comes a day after the city announced that rates and electricity will be going up as of July 1st.
