The ANC Caucus in the City of Ekurhuleni welcomes the conclusion of the Council meeting that was held today, the 31st of March 2025, via hydrid, following its postponement of processes of the Council meeting of 27 March 2025.
The inability of Council to conclude its business emanated from the fact that it had to start with the presentation of the State of the City Address (SOCA) by the Executive mayor, Ald. Nkosindiphile Xhakaza on the set date, followed by the SOCA debates that went late into the night. Following the resumption of Council to deliberate on the ordinary Council agenda today, the ANC Caucus welcomes the passing of the Motion by Council, which was submitted by the ANC Caucus under the themed heading : MOTION TO COUNCIL IN TERMS OF RULE 83 OF THE STANDING ORDERS OF COUNCIL OF THE CITY OF EKURHULENI: REQUEST FOR THE COMMEMORATION OF THEMembers of the ANC Caucus Executive: Ald. Pelisa Nkunjana (ANC Whip), Deputy Chief Whip Cllr Khehla Madlala, Cllr. D. Mlambo (EXCO), Cllr. T. Goje (EXCO), Cllr. G. Ndinisa (EXCO), Cllr. G. Mthembu (EXCO), Cllr. I. Loonat (EXCO), Cllr G. VICTIMS OF THE DAVEYTON MASSACRE AND ALL OTHER POSSIBLE MASSACRES WITHIN THE CITY OF EKURHULENI.
Our initial decision to submit this motion was not to anyhow understate or undermine the significance of any other massacre that could have befallen the people of Ekurhuleni, it was solely because of our knowledge and belief that the Daveyton Massacre remains one of the most painful yet lesser-acknowledged events in South Africa’s struggle history, warranting formal recognition and remembrance by the City of Ekurhuleni. The loss of innocent lives at the hands of a brutal system must never be forgotten, and as this Council, we carry the responsibility of ensuring that their memory is honoured with dignity and purpose. It was on the above basis that the ANC Caucus felt it was necessary to rectify and accept the proposed amendments on the resolutions of the motion to add the investigation of other possible massacres that could also be commemorated with the dignity they deserve.
Our belief is that honouring the victims of the Daveyton Massacre through a formal commemoration will strengthen reconciliation efforts among the bereaved families, survivors, and the broader community, and that a dedicated annual day of remembrance will contribute to social cohesion and justice, ensuring that the memories of those who perished are preserved, honored and respected.
We thus welcome the victory of this motion being carried by the unanimous support of Council as the ANC Caucus. Furthermore, the ANC Caucus notes the tabling of the draft 2025/2026 budget and MTREF, and commends the effort made to ensure legislative compliance. For the first time in this term, the draft MTREF is presented in such a comprehensive manner, including a detailed report from the Executive Mayor.
This is a budget framework that the ANC Caucus will proudly take to the community for public participation. We are committed to ensuring that residents of Ekurhuleni have a meaningful say in shaping the City’s financial priorities as the ANC Caucus. Their feedback as the shareholders of this Council will be integral when the final budget is tabled before Council and be reflective of their inputs. The ANC Caucus remains steadfast in its commitment to transparent governance, fiscal accountability and service delivery that reflects the needs and aspirations of the people of Ekurhuleni.
