A silent failure is unfolding in South Africa’s retail engine. The Wholesale and Retail SETA warns that while over 25,000 companies pay into the Skills Development Levy via the South African Revenue Service, fewer than 20% claim funds to train their workers.

In a sector employing 3.4 million people, this gap leaves millions without access to skills meant to drive growth and mobility. As the Department of Higher Education and Training channels these funds, the issue is no longer availability, but participation.
