Thami Chiliza was detained by the mayor’s personal bodyguards, in KDM 2, one of three executive vehicles the municipality claimed were out of service.
That very car was used to justify spending nearly R1 million on luxury vehicle rentals for Mayor Ali Ngidi and his deputy, all funded by ratepayers. .
